Why this is not the retail version

There is no retail version. Tour operators sell one-day city circuits; hotels sell room nights. Nobody sells the join.

The comparison that matters is against a hotel-based two-day offsite in Dubai, which starts at AED 2,200 a person and delivers a ballroom, a coffee break and a view of a car park. This delivers the same two days for AED 1,300, and your team spends them in four emirates instead of one function room.
